Regulatory Guidance

President: Enter the company president, chief executive officer, or managing member (LLC). If the applicant is an individual, enter that person's full legal name. The person that you enter here must be authorized to sign for the certificate holder. They will be legally accountable for the actions of the certificate holder and will sign the letters and forms that are submitted to the FAA during the certificatin process. This person must be a US Citizen.

Contact Information: There are no restrictions on the "president's" contact information. It shoud be their mailing address and one that they check regularly.

Principal Base of Operations: This must be a physical address. The FAA will do a physical inspection of your principal base of operations. You must display your air carrier certificate at your principal base of operations. Your company and pilot records will be kept here unless otherwise authorized. This address is one of the factors that the region uses to determine the Flight Standards District Office (FSDO) that will process your application. It is also used as a factor in determining your Certificate Holding District Office (CHDO).

Certificate Holding District Office (CHDO): The certificate holding district office is determined by the regional office. The factors that are used to determine your CHDO include the location of your principal base of operations; the location of the DO, Chief Pilot, and DOM; the location of your maintenance base(s); your route system; where business is conducted; and several other factors.
